Professor Lieu is a pioneer and leader in hospital management and medical service planning in Hong Kong. When the Hong Kong Hospital Authority was established in January 1991, he was appointed as the director to lead the reform of public hospitals. He served for ten years, ushering in a new era of public hospital development. In the 1990s, Professor Lieu initiated and founded the Society for Healthcare Strategy and Market Development (SHSMD), one of the 11 hospital management professional associations affiliated with the American Hospital Association (AHA), and served as the founding president.
Professor Lieu has unique insights and rich experience in hospital planning, organizational reform and management, medical policy, financing system, and leadership training. He has published more than 70 articles and is an active speaker at international academic conferences and forums. In recent years, he has been committed to the development of medical services for the elderly and social enterprise industries. During the rest of his time, he served as a non-executive director of several international organizations, a management guidance consultant, and a visiting professor and PhD advisor in Hong Kong and abroad.
Professor Lieu has been awarded professional fellowships including Life Fellow of the American College of Healthcare Administrators, Life Fellow of the Hong Kong College of Medical Executives and Fellow of the Australian College of Healthcare Executives. He is an adjunct professor at the Graduate School of Public Health of the University of Minnesota, USA, and the founder and honorary chairman of the Hong Kong Institute of Healthcare Policy Studies.
