With long-standing experience in strategic research, financial investment and business coordination, Dr Chen offers unique insights into policy, legal and strategic research as well as senior executive management. He has conducted in-depth research on the international investment landscape, particularly in the PE/VC sector, is well-versed in the operations of Hong Kong and international capital markets and corporate governance, and possesses extensive public administration experience in both Hong Kong and the Chinese Mainland, with a sound understanding of public affairs in both regions.

Currently, Dr Chen is the Founder of Ganai Technology Co., Ltd., Legal Advisor of the Shenzhen North Station Hong Kong and Macao Youth Innovation and Entrepreneurship Center, Director of China TravelSky Mobile Technology (TravelMore), Independent Non-Executive Director of New Advent Group (8412.HK), and Chief Executive Officer of Yinghe & Paul Tse (Qianhai) Associated Law Firm.

In December 2018, he was elected one of the Top Ten Outstanding New Hong Kong Youths. In August 2021, he was returned unopposed as a member of the new Election Committee (Fifth Sector). In September 2022, he was approved by the 36th Session of the Standing Committee of the 13th National People’s Congress as a member of the Electoral College for the Election of the 14th Hong Kong Special Administrative Region Deputies to the National People’s Congress. In July 2024, he was awarded the Medal of Honour (MH) by the HKSAR Government.

Regarding professional qualifications, Dr Chen is a Member of the Chinese Association of Hong Kong and Macao Studies全国港澳研究会, Director of the Hong Kong Basic Law and Macao Basic Law Research Association of the China Law Society, Expert Mediator of the Shenzhen Mediation Center of the China Council for the Promotion of International Trade, Expert of the Guangdong Law Society’s Guangdong-Hong Kong-Macao Greater Bay Area Construction Legal Talent Pool for Hong Kong and Macao, High-Level Overseas Talent (Peacock Talent) of Shenzhen, and one of the First Batch of Distinguished Experts of the Youth Development Think Tanks of Nanshan District and Bao’an District of Shenzhen, among others.

In terms of Hong Kong public offices, Dr Chen also serves as a Member of the Adjudication Panel of the Municipal Services Appeals Board under the Chief Secretary for Administration, Vice Chairman of the (Tin Shui Wai South and Ping Ha) Area Committee of Yuen Long District, Member of the Advisory Committee on Fisheries Sustainable Development, Member of the Primary Humanities Subject Committee of the Education Bureau (2023–2025), Member of the Standing Committee on STEAM Education of the Curriculum Development Council of the Education Bureau (2020–2023), Member of the Appeals Board (Bedspace Apartments) of the Home and Youth Affairs Bureau (2018–2024), Member of the Appeals Board (Clubs (Property Safety)) of the Home and Youth Affairs Bureau (2018–2024), and Member of the Appeals Board (Hotels) of the Home and Youth Affairs Bureau (2018–2024), among others.
In terms of Mainland public offices, Dr Chen serves as a Member of the 13th Hong Kong Members of the All-China Youth Federation, Standing Committee Member of the 12th Hunan Youth Federation, and Advisor on Hong Kong, Macao, Taiwan and Foreign Friendship Affairs to the 13th and 14th Beijing Municipal Committees of the Chinese People’s Political Consultative Conference.

Dr Chen holds a Doctor of Juridical Science, a Master of Laws in International Economic, and a Master of Business Administration for Executives (Distinction) Law from City University of Hong Kong, a Master of Public Administration from Tsinghua University, and a Bachelor of Laws from Shenzhen University.
