Prof. Steve Bih-Rong Liu earned his BA in International Relations from National Changchi University in 1979, MA in International Relations from School of Advanced International Studies (SAIS), The Johns Hopkins University in 1982, and Ph.D. in International Relations from the University of Virginia in 1986. Currently Professor of International Relations at Soochow University and Chairman, Taipei Society of Study on Negotiation.

Prof Liu's major research interest is negotiation and conflict resolution. He provides training seminars on negotiation skills for government officials and local businessmen. He regularly provides training courses on negotiation for the Ministry of Foreign Affairs, Ministry of Economic Affairs, National Security Bureau, and Mainland Affairs Commission. Prof Liu also conducts negotiation seminars to private companies include IBM (Hong Kong SAR and Mainland China), HP (Beijing), McDonald's China, Citibank, China Trust Bank, Sinopac Bank, and Ford Motor, etc.

Prof Liu is a well-known and very popular in the Chinese-speaking community. He is a frequent traveler, travelling between major cities in Asia. In addition to teaching negotiation in Taiwan, he also gives lectures and conducts seminars on negotiation in Mainland China, Hong Kong SAR, Malaysia, and Singapore.
