Mr. Wu has a dual background as a hospital administrator and physician. Since 1990, he has served as Secretary General of Taiwan Non‑governmental Hospitals and Clinics Association. Since 2007, he has also been the Executive Director of the Ministry of Health and Welfare’s International Medical Management Task Force. In addition, he holds key positions in numerous cross‑strait academic societies and committees. Mr. Wu specializes in hospital management models, physician payment systems, performance evaluation systems, health insurance reimbursement systems, comparative studies of cross-strait healthcare systems, diagnostic evaluation and consulting for mainland Chinese hospital management, and international medical tourism. Since 2000, Mr. Wu has been invited to give lectures in mainland China to great acclaim. From late 2003 to 2005, he served as head of the consulting team at West China Hospital Sichuan University, successfully implementing and validating cross-strait management integration models. He also served as consultant to West China Hospital's Operations Management Committee, and later as head of diagnostic teams for several top-tier hospitals including the First Affiliated Hospital of Xinjiang Medical University, Qinghai Provincial People's Hospital, Foshan Hospital of Traditional Chinese Medicine, Hefei Second People's Hospital, and Fuxing Hospital of Capital Medical University. With rich experience in these fields, he has become one of the foremost and most representative cross-strait experts.

Mr. Wu holds a Master's degree in Public Health (Healthcare Administration) from the University of California, Los Angeles (UCLA).
