Dr Liu is a seasoned leader in health sector with over 20 years of healthcare management in both public hospital system as well as private sector of Hong Kong. He is currently the Adjunct Associate Professor of Institute for China Business, Hong Kong University; Member of the VTC Healthcare and Wellness Training Board under the Education Bureau; Honorary Academic Advisor of the Future Intelligence Related Skills and Training Hub, Hang Seng University of Hong Kong

Dr Liu graduated from Facility of Medicine of University of Hong Kong in 1982 and holds various professional management qualifications. He was the first Medical Superintendent of Tuen Mun Hospital, the first Hospital Chief Executive of Ruttonjee Hospital under the new management initiatives at the establishment of Hospital Authority.

During the outbreak of SARS in 2003, Dr Liu was a member of the official spokespersons of HKSAR Government and demonstrated his competency in crisis management. During the 2008 Sichuan Earthquake, he led the first medical team to Chengdu and coordinated the medical relief service based at West China Hospital of Sichuan University and subsequently led the reconstruction of 35 hospitals in the post disaster Sichuan reconstruction project supported by the HK Government. He was presented with the HKSAR Government Chief Executive's Commendation for Community Service in 2009 for his courage and leadership. He was awarded HKSAR Medal of Honor in 2019 in recognition of his valuable contributions to the development of public healthcare services, particularly the public health emergency response and continency management. 

Before his retirement in 2018, Dr Liu acted as the Deputizing Director (Quality & Safety) as well as Chief Manager at HA Head Office. He is an experience clinical management in charge of various services of the health system, including disaster and emergency responses, clinical psychology support service, infection control & infectious diseases, A&E, Toxicology, ICU and trauma services as well as coordination and developing hospital clusters at the Hospital Authority.

He founded the Society for Innovative Healthcare Hong Kong, a nonprofit organization, in 2019 to promote the use of disruptive technologies and creative managerial initiatives to solve complex problems in medical and health sectors. He is an advocate for integrated health system and community development. Dr Liu is active in community service. He is the Board Member of the Hong Kong Tuberculosis, Chest and Heart Diseases Association, Chairman of the Health Promotion Committee. He has served as volunteer of Auxiliary Medical Service, Hong Kong Red Cross, Medical Council, Advisory Council on AIDS, Occupational Health Advisory Committee, Occupational Safety & Health Council, and President of Hong Kong College of Health service Executives & etc. He also teaches leadership and health service strategies as guest lecturer for various undergraduate and postgraduate courses.
