Eugene Chan is a seasoned business leader and multidisciplinary expert in public relations, digital marketing, social media, and corporate communications, with over a decade of experience advising multinational corporations (MNCs), government agencies, and leading organizations across Asia. He is renowned for bridging strategic vision with practical execution in dynamic industry environments.

Eugene has played key leadership roles at market-leading companies and public institutions across technology, transport, retail, and publishing. As Head of Digital Communication at MTR Corporation, he pioneered digital stakeholder engagement and crisis management in the public sector. Prior to this, he led digital & marketing strategy at Creative Consulting Group Inc Ltd., CHEIL Worldwide Ltd (KRX: 030000), Water Oasis Group (HK: 1611) and was the first Digital Communication Lead at Edelman Hong Kong and Taiwan, where he directed multinational branding campaigns and launched impactful corporate initiatives. He had launching the HKSAR Government’s first social media and e-engagement policy in 2010.

 His expertise encompasses business transformation, cross-border communication, and the integration of big data and digital media into corporate strategy. Eugene has designed and implemented digital transformation roadmaps and stakeholder engagement frameworks for MNCs, with a special focus on the risks and opportunities brought by algorithm-driven social platforms and evolving industry regulations.

Eugene’s academic involvement includes served as Assistant Professor and Programme Leader for Public Relations & International Events Management at Technological and Higher Education Institute of Hong Kong (THEi), where he focuses on nurturing the next generation of business leaders and communication professionals. His research and published commentary frequently address digital innovation, reputation management, and the societal impact of technology.

He is also active in public service, previously served on several government committees including the Administrative Appeal Board, Fish Marketing Advisory Board, Marine Fish Scholarship Fund, Public Affairs Forum, Panel of Film Censorship Advisers, and the General Support Programme Vetting Committee under Hong Kong's Innovation and Technology Fund, covering policy development, workforce advancement, and education reform.

Eugene has been recognized with the Best Teaching Award from THEi (2023),  4 times multiple Sino-British Fellowship Trust awards (2020–2025), RGC research matching grant recipient and Government Funds for industry-related projects. His diverse experience and steadfast commitment to the advancement of digital communication, public engagement, and strategic leadership make him a respected figure in his field.

Eugene also regularly shares his expert insights and opinions in newspaper columns, television, radio, and podcasts on topics related to public and international relations, digital media, and social communication.

Eugene holds an EdD from Universidad Católica San Antonio de Murcia, an MA in Social Policy from The Hong Kong Polytechnic University, a bachelor’s degree in Geography from York University, and a master thesis dissertation on Contemporary Chinese History from Peking University. He is currently a PhD candidate in Creative Arts and Media at the University of Wollongong. He also holds multiple industry certifications, including ESG Planner, Certified Digital Marketer, ELEVATE membership with the Institute of Public Relations (USA) and Accredited Public Relations Practitioner status with the Chartered Institute of Public Relations (UK).
